UGPE Becomes Part of the Ministry of Coordination of Special Projects and Access to Funds

The Special Projects Management Unit (UGPE) is now part of the Ministry of Coordination of Special Projects and Access to Funds (MCPEAF), following the entry into force of Decree-Law No. 41/2026, of August 31, which establishes the structure, organization, and operating rules of the new government department.

With this reorganization, the UGPE is restructured, and its responsibilities are transferred to the Integrated Project Coordination Center (CCIP), a project-based structure operating under the Minister of Coordination of Special Projects and Access to Funds.

The law establishes that the CCIP succeeds the UGPE, ensuring the continuity of its respective responsibilities as part of the State’s new institutional architecture. It further stipulates that, following the law’s entry into force, any references to the UGPE in laws or documents shall be deemed to refer to the CCIP.

The integration of the CCIP into the MCPEAF is part of a new approach to the integrated coordination of structural projects and access to funds, strengthening the link between resource mobilization, project management, and the implementation of public development policies.

The MCPEAF’s mission is to direct, coordinate, design, implement, execute, monitor, and evaluate the Government’s policies regarding infrastructure projects and access to funds, as well as to ensure the fiduciary management of projects, financing, and donations, while promoting national and international partnerships.

The new structure aims to contribute to a more integrated, efficient, and coordinated approach to the mobilization and management of resources and the implementation of infrastructure projects, in collaboration with the various sectors of the public administration and development partners.

Thus, a new institutional phase begins for the structure, which until now was known as UGPE and is now integrated into the Center for Integrated Project Coordination (CCIP), under the Ministry of Coordination of Special Projects and Access to Funds.
