Review of World Bank-funded projects leads to an action plan to accelerate implementation

The Portfolio Performance Review Meeting (#CPPR) concluded this Thursday, October 8, with a review focused on project execution and the definition of next steps. The two-day session made it possible to identify the key areas requiring attention and to establish an action plan, with designated responsible parties and deadlines to monitor the implementation of the agreed-upon measures.
At the closing session, the Minister of Coordination of Special Projects and Access to Funds, José Carlos Varela, noted that the review provided an objective assessment of the portfolio’s execution, highlighting the aspects that continue to hinder the pace of implementation. He emphasized that, from this point forward, the most important task will be to translate the conclusions into action and ensure that the defined commitments are fulfilled.
Financial performance was one of the areas that warranted attention. Disbursements currently stand at 5.8 percent, compared to an annual target of 20 percent, underscoring the need to accelerate implementation over the coming months.
For the Minister, the most significant outcome of the meeting is the shift from assessment to action, through a matrix that establishes, for each project, the measures to be implemented, the respective parties responsible, and the deadlines for execution. On behalf of the World Bank, the Representative in Cape Verde, Indira Campos, gave a positive assessment of the work, highlighting the quality of the discussions and the spirit of partnership demonstrated by the teams over the two days.
According to the Representative, the review provided a joint overview of the projects, identified opportunities to strengthen coordination among different sectors, and defined actions to accelerate implementation. It also served as an opportunity to support the new government in taking ownership of the current portfolio and aligning the projects with the priorities of its mandate.
The action plan resulting from the meeting is expected to guide the monitoring of the agreed-upon measures in the coming months, strengthening coordination between the government and the World Bank in the implementation of the projects.
The meeting concluded with a commitment to maintain dialogue and translate the decisions made into concrete actions and results that will have an impact on the lives of Cape Verdeans.
