REIUP: Government and World Bank Align Priorities to Accelerate Implementation

The government and the World Bank reviewed the progress of the Renewable Energy and Energy Efficiency Improvement in Public Services (REIUP) project, with the aim of aligning ongoing activities with national priorities and accelerating their implementation. The meeting took place on the afternoon of October 21 and was attended by Carlos Alberto Varela, Minister of the Environment, Climate Action, and Energy; José Carlos Varela, Minister of Special Projects Coordination and Access to Funds; and a World Bank team led by the institution’s representative in Cape Verde, Indira Campos.

During the meeting, Indira Campos emphasized the importance of seeking the government’s perspective on the planned activities in order to align the interventions with national strategic guidelines and contribute to a more expedited project implementation.

For his part, the Minister of Environment, Climate Action, and Energy emphasized the need to align activities with the new government’s priorities, highlighting the challenge of ensuring sufficient water production to meet the country’s needs. In this context, he underscored the contribution that increased investment in renewable energy could make toward reducing the energy costs associated with water production.

The World Bank team presented an overview of the project, providing an assessment of the status of activities, ongoing efforts, and next steps. The planned interventions on the islands of Sal, São Nicolau, and Fogo were also reviewed.

The meeting helped strengthen coordination between the government—through the relevant ministries and the Integrated Project Coordination Center (CCIP)—and the World Bank, with a view to ensuring that the implementation of the REIUP contributes to national goals in the areas of renewable energy and energy efficiency in public services.

Regarding investment mobilization, Indira Campos also highlighted the upcoming Lusophone Africa Investment Forum 2026, scheduled for October 26 and 27 on the island of Sal. The event represents an opportunity to foster contacts between the government and potential partners, explore investment opportunities, and discuss strategic areas for Cape Verde’s development, including energy and tourism.

The World Bank representative also emphasized the importance of reforms and collaboration with the private sector to create favorable conditions for investment and the mobilization of resources for sectors essential to the country’s development.

The meeting was also attended by the CCIP coordinator and deputy coordinator, as well as the project manager and engineer.
