World Bank Monitors Implementation of REIUP and Prepares to Launch the National Energy Pact
23 outubro, 2026The World Bank Group’s mission to support the implementation of the Renewable Energy and Energy Efficiency Improvement in Public Services Project (REIUP) will take place from October 20 to 30, 2026, with the aim of assessing the project’s progress, monitoring ongoing reforms in the energy sector, and preparing for the launch of Cape Verde’s National Energy Pact, scheduled for October 27 on the island of Sal.
The mission began with working meetings with the technical teams from the Integrated Project Coordination Center (CCIP) and the National Energy Directorate, focusing on analyzing the project’s implementation and reviewing the commitments made by the country under the Pact.
As part of the Mission 300 initiative, developed in partnership with the African Development Bank (AfDB), the National Energy Pact establishes goals, reform measures, and investments aimed at ensuring universal access to reliable, affordable, sustainable, inclusive, and clean energy services, including electricity and clean cooking solutions.
The Pact is based on five strategic pillars: expanding energy production capacity and reducing production costs; regional energy integration; universal access to electricity, including last-mile electrification; promoting private-sector participation; and the financial sustainability of the electricity utility.
The official launch is scheduled for October 27 on the island of Sal, as part of the Second Investment Forum for Lusophone Africa. The initiative provides an opportunity to reinforce Cape Verde’s commitment to accelerating the energy transition and expanding access to energy.
The mission’s agenda also includes field visits in São Nicolau to the 0.4 MWp solar photovoltaic plant, the battery energy storage system platform, and health facilities, with the aim of monitoring investments and assessing progress on the ground.
The mission is led by Raluca Golumbeanu, Senior Energy Specialist at the World Bank Group, and includes Frederic Verdol, Practice Director for Energy in West Africa, as well as experts in the fields of energy, investment, social development, the environment, procurement, financial management, and energy regulation.
The mission will run through October 30 as part of the cooperation between Cape Verde and its development partners to promote a more efficient, sustainable, and inclusive energy sector.
