10 outubro, 2026
On Thursday, October 1, the Government of Cape Verde and the World Bank held a meeting to review the findings of the Human Capital Project (PCH) Oversight Mission and to support the effectiveness of the “Building Opportunities and Achieving” (CORRE) Program, which allowed for an assessment of the progress made in implementing the project and for aligning the next steps.
The meeting was attended by the Minister of Coordination of Special Projects and Access to Funds, José Carlos Varela; the Minister of Infrastructure, Housing, and Spatial Planning, Carlos Tavares; the Minister of Family, Inclusion, Social Development, and Labor, Adélcia Almeida; the World Bank Representative in Cape Verde, Indira Campos, and the Coordinator of the Center for Integrated Project Coordination (CCIP), Adilson Semedo.
During the meeting, the mission’s main findings and the current status of the Human Capital Project’s implementation were presented; the assessment highlighted the positive progress of 10 of the project’s subcomponents. Areas requiring greater attention to ensure that the projected targets are met were also identified. In this context, the need to accelerate the implementation of subcomponent 6.2 was emphasized, while subcomponent 3.3 requires consolidation measures to ensure its completion.
The session also included a presentation on the Human Capital Project by Cláudia Lopez, which provided context for the main advances, challenges, and actions to be considered as implementation continues.
Regarding the CORRE Program, the meeting also provided an opportunity to discuss the next steps needed to strengthen its effectiveness, with a particular focus on coordination among the various entities involved and on defining subsequent actions.
The review meeting thus concluded a phase of monitoring and supervision, enabling the Government and the World Bank to strengthen their alignment on the priorities and measures necessary to continue implementing the Human Capital Project and support the effectiveness of the CORRE Program.
The mission took place from September 28 to October 2, 2026, with the objectives of monitoring the progress of the Human Capital Project, defining actions to accelerate the implementation of Component 6, reviewing key fiduciary aspects, and agreeing with the Interministerial Committee on the next steps to support the effectiveness of the CORRE Program.
